A future growth precinct — City of Whittlesea (long-term planning)

Future plans

A precinct identified for Melbourne's next decade of growth.

Cooper Street West is one of the north's biggest future precincts — roughly 1,087.5 hectares at Epping, named in Victoria's 10-year plan for Melbourne's greenfields. Structure planning is not yet programmed, so all figures below await the future PSP.

Dwelling yield and density will be set by the future precinct structure plan — no numbers are published yet.

Local town centre

Growth precincts of this scale are typically planned around a local town centre with everyday retail and services.

Government and non-government school sites are normally reserved at structure-planning stage.

Conservation

Conservation area extents will be confirmed in the official plan, informed by the Merri Creek corridor.

Open space & green spine

A connected parkland and shared-path network linking neighbourhoods to the creek corridor.

Future residents

Population capacity follows dwelling yield — see the status line below for the current planning position.

Indicative delivery

How it's likely to roll out.

  1. Stage 01

    Enabling works

Trunk services, arterial road upgrades and drainage infrastructure ahead of any subdivision.

  3. Stage 03

Initial land releases and the first residents, typically closest to existing services and access points.

  4. Stage 04

    Town centre & maturing community

Local town centre, schools and district open space as the population reaches critical mass.
